The best website I have found so far. An excellent website with seemingly interesting and relevant articles for basketball referees. Only one problem, and that is that you have to become a member of RightSports and that costs $50 per year. So i am yet to get a full look at the articles to see if its worth the money.
The site is basically an advert for the Magazine, but contains links and the promise of a basketball specific newsletter in electronic form.
The Central Board, at its meeting on 5th and 6th May 1999, accepted the following proposals regarding major rule changes to be implemented after the Olympic Games in 2000.
Playing Time
  • 4 periods of 10 minutes each.
  • After 4 fouls in each period, the team fouls penalty rule shall be applied.
  • 15 minutes half-time interval.
  • 2 minutes interval between 1st and 2nd, and between 3rd and 4th period.
  • 1 time-out in 1st, 2nd and 3rd period and 2 time-outs in 4th period.
  • Time-outs must last one entire minute.
    Shot Clock
  • 24 seconds' duration.
  • The clock shall be reset to 24 seconds after the ball, released for a shot, touches the ring. The clock shall be restarted and a new 24-second period begins as player control is next established on the court. Should the 24-second clock expire once the ball is in the air for a field goal attempt, then the game clock shall be stopped automatically and, when the ball enters the basket, it will be considered valid. Otherwise it shall be considered a violation and the ball will go to the defensive team.
    Eight-Second Rule
  • The ball must be caused to go into the front court within 8 seconds.
    Substitutions
  • During the last 2 minutes of a game or extra period, any time the ball is dead and the game clock is stopped after a field goal, the team entitled to the ball for a throw-in from the end line may take advantage of a substitution opportunity. Should the team in question take advantage of this, the opponents may do likewise.
    Three-man officiating
  • Basketball will benefit from three-man officiating.
  • The governing body of a competition shall have the right to decide whether to apply three-man officiating.
  • FIBA shall apply three-man officiating for Olympic Games and World Championships.
  • The NCAA three-man officiating mechanics shall be used and will become part of the Referees' Manual.
    Technical foul by a player
  • The penalty for a technical foul by a player has been changed to one free throw followed by possession of the ball at mid-court.
